A graduate of the Massachusetts Institute of Technology (MIT) with a M.B.A. from the
Darden School of Business, University of Virginia (UVA), Patty arrived at IMSGS in October 2009 after a
nine-year career at Unisys Corp., where she served as a Partner overseeing Health and Human
Services and Veterans Affairs accounts. Her industry experience includes federal government,
high technology, manufacturing, pharmaceuticals, insurance and telecommunications.
Sr. Principal - Health Systems Decision Support Services, Healthcare Analytics and Benchmarking
Wes leads the Air Force Medical Service’s Health Informatics Suite (HIS) effort, IMSGS' largest and longest
running contract. His duties include overseeing all operations, development efforts and strategic planning
activities. Wes is a recognized subject matter expert of Military Health System (MHS) data, and has a
mastery of requirements and business planning that have been a driving force behind the success of the HIS
network and suite of tools and services since 2003. Wes also leads key contracts for the Army Medical
Department (AMEDD) and the Navy Bureau of Medicine & Surgery (BUMED). Wes is also an active and experienced
instructor for the three Services.
Wes was a recipient of the 2009 IMS Health Summit Award, an annual honor earned by the top 1
per cent of performers among IMS Health’s 7000 member workforce. Prior to joining IMS, Wes
served for 22 years in the U.S. Air Force.

Sr. Principal - Health Data and Informatics
Contact Brian Now:
Brian and his team leverage IMS Health’s industry-leading healthcare data and
informatics capabilities to assist Government decision makers in healthcare policy, research, and
operations missions. He has successfully led complex, data-centric programs for the Food and Drug
Administration (FDA), Centers for Medicare and Medicaid Services (CMS), and the Drug Enforcement
Brian’s evidence-based management consulting experience includes leading teams
to assess current commercial and regulated markets and technology practices for leading
pharmaceutical and medical device clients.
Prior to joining IMSGS in 2005, Brian worked as a management consultant for
several Fortune 500 companies. Brian is a 1985 graduate of Penn State University.
Sr. Principal - Clinical Analytics and Compliance
Don leads ongoing IMSGS analytics and clinical compliance programs in
support of the FDA, CMS, DVA, and TRICARE. In support of the FDA, his team is developing a
new risk assessment framework that the FDA will use to evaluate and approve new drugs and
medical devices, with the aim of reducing the rate of adverse event reports. Don also
oversees multiple teams of analysts and subject matter experts that support CMS efforts to
reduce fraud, waste, and abuse in its Medicare and Medicaid payer programs.
Prior to joining IMSGS in 2007, Don served 21 years in the U.S. Army.
During the last eight years of his military career, Don served as Operations Director for the
Department of Defense Pharmacoeconomic Center at Fort Sam Houston, TX. Don has a Masters
Degree from Golden Gate University (San Francisco), and is a licensed pharmacist in both Texas

Director, Contracts, Compliance and Procurement
Debra has more than 27 years of experience in contract administration and management working
for large public agencies, large and small contractors, and as the President of The Lance
Group, a women owned business serving government contractors. Throughout her career, Debra
has held several positions in industry involving all aspects of contract administration and
negotiation in both a government and commercial environment. Debra’s past employers have
included Hughes Missile Systems and the Los Angeles Metropolitan Transportation Authority.
Her responsibilities have included all aspects of contract management, changes, contract
claims and terminations, bid protests and data rights, as well as litigation. Debra holds a
Masters Degree in Contract Acquisition and Procurement from Northrop University.

Director of Strategic and Clinical Programs

Ms. Fernbaugh has 29 years of Federal and Commercial healthcare industry
experience with a unique mix of business development, clinical, and health information technology
consulting expertise. A Registered Nurse by profession, she obtained a Bachelors of Science
degree in Nursing in 1984. Ms. Fernbaugh worked in traditional nursing roles until 1994, when
she began to converge on a new career path in health information technology (HIT).
In 1996, Ms. Fernbaugh embarked on her long-term journey into Federal
Healthcare as a contractor evolving from a healthcare IT subject matter expert, to a health IT
project manager, and into business development. Ms. Fernbaugh served as a subject matter expert
and conducted multiple business process re-engineering studies for SRA International, and Birch
and Davis (now Lockheed Martin) to validate the need for automation and clinical process
redesign. She lead and managed several requirements projects that are now the foundation for
the MHS Computer-based Patient Record, Theater Medical Information Program, and the future
Integrated Electronic Health Record (iEHR).
From 1999 to 2007, Ms. Fernbaugh held senior level
business development positions supporting large system integrators and management consulting
firms within Federal Healthcare with specific focus on Military Health System (MHS). These
companies include: SAIC, BearingPoint (now Deloitte), ViPS (now General Dynamics), and CSC. From
2007-2011, Ms. Fernbaugh founded a small, woman owned business development consulting company
specializing in strategic advisory business development, capture management, and proposal support
services for companies doing business within Federal Healthcare sector (life science, public
health, and health IT). In her business she supported a diverse healthcare and health IT client
base. While managing her own business, Ms. Fernbaugh’s win rate was 90% supporting large deal
capture and multimillion dollar proposals for large system integrators and other direct
healthcare companies to successfully capture new business within MHS, VA, and HHS. In 2011, Ms.
Fernbaugh returned to industry to be back in a direct facing relationship with Federal Healthcare
clients working for Unisys. In her current position at IMSGS she is responsible for positioning
IMS Health’s strategic offerings and clinical programs to the Federal Healthcare market. From
1999 to present, Ms. Fernbaugh has successfully captured over $50B in large healthcare
contracting vehicles to include large Government Wide Acquisition Contracts (GWACS) and
Indefinite Quantity/Indefinite Delivery (IDIQ) vehicles to include CIO-SP2 and 3, D/SIDDOMS 2 and
3, and TEAMS. She has also successfully captured over $350M in task order business across Federal
Healthcare portfolio to include MHS, VA, and HHS.
Ms. Fernbaugh also holds a Masters of Science in Information Systems
Technology from George Washington University, Washington, DC (2003). She is a member of
Healthcare Information Management Systems Society (HIMSS - national and local), American Proposal
Management Professionals (APMP), Armed Forces Communications and Electronics Association (AFCEA),
Director, Business Development – Military Health System and Veterans Health Administration
Denise joined IMSGS in February of 2012 as the Director, Federal Healthcare
Business Development. Denise is a seasoned Business Development Executive with over 20 years of
proven results providing federal information technology solutions, professional services and
financial service solutions for Federal Government. Denise began her career on “Wall Street” as an
investment banker focused on the securitization of government IT equipment and service leases. In
1997, Denise was recruited by Dell to run their public sector leasing businesses. She has a proven
track record of building businesses which have delivered profitable career revenues in excess of
$8.2 billion. Notably, while managing Dell’s federal leasing business, she was instrumental in the
award to Dell of their largest GSA schedule IT leasing delivery order of $100M for Navy, COMPACFLT.
She was responsible for Oracle’s support and delivery of services to the MHS-National Intrepid
Center of Excellence (NICoE) with a value of $12 Million. The experience she garnered working for
Dell, EDS (HP), and Oracle over 15 years, including coverage of MHS and Military medical commands,
enables her to understand the full spectrum of “solutions” needed and required by federal government

Principal, Business Development
Contact Hugh Now:
Hugh is a Principal within IMS Government Solutions responsible for managing
and overseeing the Centers for Disease Control and Prevention (CDC) account. He is responsible for
client delivery, business development, account planning, contracts and financial management,
staffing / resources planning and client interface. Prior to joining IMS Government Solutions, Hugh
was a Senior Engagement Manager with Unisys Federal Systems for ten years. He was the Unisys CDC
Deputy Account Director responsible for defining and implementing the Unisys CDC, state and local
and public health account strategies and overseeing all client delivery. Hugh also worked for Arthur
Andersen’s Office of Government Services (OGS) for nearly three years. He has been supporting the
U.S. Department of Health and Human Services (HHS) Operating Divisions for 13 years to include HHS,
CDC and the Food and Drug Administration (FDA), Centers for Medicare and Medicaid Services (CMS) and
possesses extensive experience in project management, strategic planning, federal financial
management, program assessment and evaluation, requirements gathering and analysis, application
development, process improvement, training and change management. Hugh has a B.S in Public
Administration and Political Science from James Madison University.
Principal - Business Development
Jeff is a new business development leader at IMSGS and has served in this
capacity since 2008. Jeff specializes in facilitating relationships between IMSGS, government
agencies, and academia to advance medical innovations on behalf of wounded Service members and other
segments of the U.S. patient population. His most recent success involved the Limb Salvage
Initiative, an investment made by the Office of the Secretary of Defense – Office of Technology
Transition (OSD-OTT) to address the complex needs of Service members severely wounded in combat.
Jeff coordinated relationships between IMSGS, OSD-OTT, the McGowan Institute for Regenerative
Medicine at the University of Pittsburgh, the University of Virginia, and other key entities to
implement this important mission.
In addition to his work as a business development consultant Jeff is a Doctor
of Podiatric Medicine and an inventor of a specialized orthopedic shoe made for diabetes patients
that are susceptible to injury when walking. Jeff has worked with more than 130 NFL players as
well as Olympic athletes affected by podiatric issues.

Director of Finance
Michael is the Director of Finance for IMSGS responsible for the operations of
the accounting department, financial planning and analysis, budgeting, reporting and pricing. Michael
has over 19 years’ experience serving as a trusted financial advisor with a continuous focus on
improving the performance of businesses, operations and projects. His industry experience has spanned
numerous arenas from systems integration and managed services to software development and munitions
Prior to joining IMSGS in 2013, Michael worked as a Group Finance Manager for
Unisys Corp. Prior to that, he held a controller role at SAIC and a Sr. Analyst at Robbins-Gioia,
Michael holds a B.S. degree in Accounting from Villanova University, and is a
certified Program Management Professional (PMP).
